  • 2 lbs ground beef
  • 2 tsp salt
  • 1 tsp black pepper

Step-by-Step Instructions

1. Preheat and Prep

Preheat your oven to 375°F (190°C). Lightly grease with butter a 9×13-inch baking dish.

2. Season the Beef

In a large bowl, combine:

  • 2 lbs ground beef
  • 2 tsp salt
  • 1 tsp black pepper
  • 2 tsp garlic powder
  • 1 tsp onion powder
  • 1 tsp paprika

Mix gently until seasonings are evenly distributed. Shape the beef into 12–14 small patties — not too thick so they’ll cook evenly.

3. Brown the Patties

Heat a cast-iron skillet over medium heat. Add the patties and cook until about halfway done, roughly 2–3 minutes per side. They’ll finish cooking in the oven.

4. Cook the Rice

While the beef cooks, prepare 2 cups of jasmine rice according to package instructions, but stop when the rice is about ¾ done (al dente). If needed, drain off any excess water. The rice will still be a little soupy and that is ok as the rice will absorb the excess moisture in the oven.

5. Layer It Up

In your prepared baking dish:

  • Layer half of the patties on the bottom.
  • Add half of the cooked rice on top.
  • Repeat with the remaining patties and rice making two layers.
6. Add Tomatoes and Sauce

Pour 1 can diced tomatoes evenly over the layers, followed by 2 cans of plain tomato sauce. Sprinkle with a little extra salt and pepper to taste.

7. Bake

Bake at 375°F for 50–60 minutes, until the beef is cooked through and the rice has absorbed most of the sauce. You will see cracks in the tomato sauce on top, which will give you the clue that it is done.

8. Serve

Let rest for 5 minutes before serving. Garnish with chopped parsley or green onions if desired.
